How to Apply For General Relief

You must apply for General Relief Benefits in person. Make sure they state they are homeless and request expedited services.

Application Process

Applicants must complete a GR Application document, GR Statement of Facts Supporting Eligibility documents, a Repayment Agreement and any other forms required by Agency procedures. Additionally, all GR applicants and recipients must be fingerprinted as a condition of eligibility.

As part of the application process, the County will review GR responsibilities and requirements. You will receive a copy of the agreement. All applicants who are denied assistance will be
provided a written notice of denial that includes the reason for the denial, the appropriate GR regulation, and appeal rights.

Benefits are paid for only 3 months out of any 12 month period and have to pay back but the work done under this program is credited toward the amount owed at the minimum wage rate. The work is done at government and non-profit work sites.

Required Verifications

You will be asked to verify your circumstance in order to establish your eligibility to receive GR benefits. Required verifications include but are not limited to:

  • Identification – Photo identification for all adults that apply.
  • Social Security Number – A Social Security Number is required prior to the issuance of benefits. A Social Security card or other acceptable documentation from the Social Security Office is required.
  • General Relief Work Program (GRWP) Registration – Employable persons must provide proof of registration and compliance with the GRWP.

For questions, use the general # 714-834-8899 and they transfer you to someone who answers your questions:

  • How much money do they get? The max is $239 but the actual amount depends on the individual situation (other income, rent, etc).
  • How long does it take to get the money? Could take up to 3 weeks or a month depending on how back-logged they are (sound like they are pretty back-logged) and if all documentation is submitted in a timely manner.
  • What is the process for signing up to get the jobs and/or training? It sounds like you apply for the work program at the same time you apply for general relief. Once the application is made and approved (again, could take up to 3 weeks or a month), they are
assigned to a job right away.
  • How long will they need to be at Social Services for the process? About the same as food stamps – about 4 hours.
  • Where are the jobs located? They try to make it as convenient as possible. They will consider where the person resides, what means of transportation is available, etc.
